Focus Clinic: Contingency Planning - Disaster Recovery

Presented by: Bill Blevins and Dave Kutz

Date: Thursday, April 24, 2008

Time: 9:00 AM - 12 Noon

Acts of fire, weather, terrorism, pandemics or technology outages can result in customer outage and quickly result in damages of untold value. The scope of the disaster needs to consider your facility, your key supplier facilities and your strategic customers’ facility disasters.   This clinic will prepare the participants to treat the preventable and recovery efforts as a strategic approach within the business plan.  Using role playing techniques, with an actual case study as a learning tool, the participants will learn how to identify the most likely disaster, identify customer priorities, supplier enabling support and to have a game plan for recovery when prevention is not enough. Benefits are gained by developing a proven approach to prevent the probability of having the disaster, and a planned game plan to recover from the disaster.

After this clinic you will be able to:

  • Identify characteristics of planning team members
  • identify the characteristics of the disaster team(s) members
  • Identify the critical functions of the company
  • Identify the critical employees
  • Recognize that in addition to a primary company plan that there may be more detailed preparation for specialized laboratories and operations areas where a greater level of preparedness will be required for the safe protection of equipment and personnel
  • Evaluate the company preparedness to recover from a disaster as soon as possible
  • Develop a Continuance of Operations/Laboratory Plan
  • Provide and communicate the value of this planning and the proper steps of prevention and disaster evacuation through out the organization.

William D. Blevins, M. Ed.

Bill began his career in the non-profit Human Services world in 1971. He has held leadership positions at several companies working with individuals with developmental delays and disabilities. Bill was with the American Red Cross Philadelphia Chapter first as a Branch Manager and later as the Director of Services to the Armed Forces, Veterans and Military Families and was active, recruiting disaster team members, and coordinating relief efforts.
After his stint with the Red Cross he relocated from Pennsylvania where he took charge of the daily operations of a substance abuse treatment center.

Currently, Bill is the Administrator/Executive Director for PrimeCare Inc. PrimeCare is one of the larger private providers serving individuals with mental retardation and/or mental health issues in the State of Connecticut. PrimeCare operates 17 group homes, three day programs and workshops and a very active after school program.
During his 36 years in Human Services he has been charged with not only planning for but also the implementation of disaster plans for various different types of organizations. At the directions of the State, he was required to develop the COOP. During this process and his research into the possibilities of a pandemic flu Bill came to have an even greater understanding of the problem of maintaining a supply stream and the lack of interface between the suppliers and the organizations effected.
